It's just like a 1960s TV crime/mystery drama but without the plot, actually wait a minute, most of them were devoid of that too (good guy hunted by bad guy/ bad guy wants to ruin the world/ good guy tracks down bad guy and kicks his ass... basically Austin Powers).
